Position Description:   Law Enforcement Training Instructional Support –Joint Base San Antonio (JBSA) Lackland, San Antonio, TX

TAMARACK Technologies has openings (contingent upon contract award) for Law Enforcement Training Instructors of Navy personnel at JBSA Lackland, San Antonio, TX.  Positions available include Law Enforcement (LE) Instructors / Weapons-based Instructors, and Law Enforcement (LE) Instructors / Weapons-based Instructors with Emergency Vehicle Operator Certification.  This contract is anticipated to begin July 1st, 2020.

Required Qualifications:

All candidates must possess one of the following qualifications:

  1.  Have attended the Navy Instructor Training Course (NITC) (A-012-0077) (or military service equivalent), or

  2.  Academic credentialing (teacher/professor), or

  3. Instructor training via an academic institution.  Academic ITC requirements should contain at a minimum 24-semester credit or quarter hours in the following:

  1. Effective communication and questioning techniques
  2. Adult learning theory and principles
  3. Instructional Delivery methods
  4. Lesson delivery performance laboratory
  5. Training environment management
  6. Inter-personal skills
  7. Evaluation and Feedback

In support of this contract, instructors will encompass two (2) general categories:

  a.  Law Enforcement (LE) / Weapons Instructor

  b.  Emergency Vehicle Operator Course (EVOC) Instructor

In addition to meeting the aforementioned basic instructor requirements, these categories entail specialized skills, experience, and/or background as outlined in the respective sections below.

Law Enforcement / Weapons Instructor

All LE Instructors must have completed one of the small arms instructor courses listed in paragraph 11 of OPNAVINST 3591.1F (Small Arms Training and Qualification).  All LE / Weapons Instructors:

  • Have been a certified federal or state law enforcement officer with a minimum of five (5) years operational patrol experience with a civilian or military law enforcement agency.
  •  Have no record of misconduct, arrest, or convictions while serving as a law enforcement officer.

All Small Arms Weapons Instructors must be familiar with the M500 shotgun, M9 Service Pistol and M4 Carbine and be capable of achieving and maintaining the following;

  • Minimum qualifying score on the Shotgun Practical Weapons Course (PWC)
  • CAT II qualification score with the M9 Service Pistol and M4 Carbine in accordance with OPNAVINST 3591 series during initial and all subsequent qualifications throughout the duration of the contract.
  • Failure to qualify as sharpshooter on assigned weapon(s) may result in termination.

Completion of the corresponding Personnel Qualification Standards (PQS), NAVEDTRA 43466-D (Security Force Weapons PQS), line items to the weapon system they are responsible for while instructing.

Emergency Vehicle Operators Course Instructor

The government will deliver EVOC instructor training through Commander, Naval Installations Command (CNIC) instructor qualification training and certification as an EVOC instructor.  Contract instructors shall meet the following prerequisites:

  • Possess and maintain a valid state driver’s license.
  • Have at least two (2) years emergency vehicle (EV) driving experience.
  • Have a clean driving record:
    • No DWI/DUI arrests or convictions.
    • No major moving violations (e.g. reckless driving) within the previous three (3) years.
  • A completed Physical Fitness Inquiry for Motor Vehicle Operators.

Other Instructor Requirements:

Qualified candidates must maintain Physical Fitness standards to support the level of instruction provided.

  • All High-Risk Training positions are drug testing positions.
  • All candidates must pass a Medical Screening within thirtydays prior to reporting.
  • All Instructors must maintain Basic First Aid and CPR qualifications.
